What I found interesting, was more Trumps tone than his words. What it sounded like, was a man talking, trying to impress Mr. Woodward with his knowledge, he was willing to be forthright, hoping to sound like he was one of, he belonged, hoping for affirmation. Maybe the same As with Putin, and also the Russians at his White house meetings, sharing his thoughts on Comey. Could have been the same braggadocois tone,

The thing that makes it worse over here is Trump just standing there day after day lying to the American people. If he had told the truth there is so much more we could have done to protect ourselves.

And that's something that is also hurting Trump. When he said he did want to cause a "panic" everyone knows he was just talking about the stock market not human beings. He could not care less about how many of them died. Just so the stock market didn't crash.
